[2021] Game won’t let me be Charitable!

I’m really enjoying the new 1.3/Ideology update when I get a new quest. It tells me about a group of settlers asking for silver to bay back one of their friends who was kidnapped. Being the kind human supremacist we are, I go to give these poor souls the 30 silver they are asking for. When trying to give them the gold the game says to right click on them to give them the silver. However when I do nothing pops up. I tried without pawns selected, with pawns selected, made sure the pawn I was using was able to do social just in case but nothing.

Does anyone know how to give settlers gifts? Am I missing something or could this be a bug? If it is a bug where would the best place to report it be?
