You can mix and match however you want. They try to minimize the cross-DLC reliability, so you can have them in any configuration without issue. At most it'll be something like, if you have Ideology and Biotech, you could have a colony that worships Sangus with the Bloodfeeder meme, but without Biotech, that meme just doesn't show up.

But they all work together nicely, and are intentionally designed that way with thorough testing.
