[2023] Certain painted Rocket Pass items aren't tradable (bug?)

Normally all painted Rocket Pass items are tradable; I've already traded some of this season's items but for some reason the painted Viled decals are locked and untradable. The Laser-light trail is also trade-locked (not visible in my screenshot).

Is this the case for everyone? Is there a reason that it might have been done intentionally?
