[2020] Every Other Game Stutter

So I can play one game perfectly fine, sometimes even two, but then the game will start stuttering terribly, to the point I can run up to enemies and shoot them with no hit markers or damage done. My team mates say it sounds like I'm shooting forever but nothing happens then I end up dying while skating around the map. All I have to do is close the game and reopen it. It gets annoying though having to party up again after every game.

Ryzen 7 2700x
32GB RAM
Radeon 5700

CPU and RAM never over 25%
GPU is never over 60%

Very solid internet and latency.

I've tried all sorts of graphics settings, doesn't change a thing.
( I am running on an UltraWide 2560 x 1080 )

I've turned off all windows captures and game bar etc.
No updates or anything happening.
GPU is updated - also tried a previous version of drivers.

Any ideas?
