[2021] Is the Runway ability nerf intentional?... or a bug??

I was noticing last night when using Runway that her ability no longer provided the maximum number of gadgets a rogue could hold. Instead her ability would just replenish a single unit of your gadget.

This happened to both myself and my teammate over the 5-6 games we played last night.

I checked the patch notes this morning and saw nothing about this... so is it an intentional nerf or a bug?
