The retro bundle is a stand-alone initiative in which we asked players to select the future items they would want to see. We called it "A community bundle" for this reason. 
Again, the opinions were split when the two variants of the Dragon Scimitar were unveiled, so we opted to release both.
However, I just want to stress that it was a stand-alone project and more of an experiment than a guideline. Future projects may be inspired by it. However, it does not guarantee that polls will be used for everything.

The opinions are gathered. To respond to a portion of your message, I will quote Mod Ramen.

There is no existing engine feature that allows us to recolour particles the way the cape colours can be done. If the feature existed, this would have been an option on launch to allow players to customise.

Regarding the negative feedback, I'd say there is an equal divide in opinions.

i believe there have been multiple polls here that argue my point, those that don't outright hate it agree there needs to be changes.

people are angry at jagex's "just release it without testing or community input, whats the worst that could happen?" attitude. time and time again the players aren't heard, and its the sole reason so many people leave the game.

the more you guys keep doing this, the further in decline this game goes. today it's just a cape, other days it's the entire FSW issue.

i understand this is not your fault, but you're engaging with a community that are fed up from not being heard. the standard replies when people do say things of "not everyone agrees" or "we will take this into advisement" or "ill pass it on" really doesn't address the issue of the exact situation happening again with the next update that's last minute.

the problem with releasing something 1.5 hours before the weekend really isn't the players problem - things need to be released at the start of the working week so that when, for example, players are transferring billions in wealth to fresh start worlds, jagex won't already be 2 days plus behind.

we didn't expect a fix for this cape over the weekend, people are only doing what jagex have conditioned them to do to push changes in the game the players want.

I've been reading a lot of the threads that have been posted this week, including this one. You can be sure that developers read Reddit too.

The criticism is taken into account. I can't change the situation right now, but when you provide constructive feedback, we can learn from it. Insults, emotional outbursts, and trolling will never make your voice heard though.

Am I learning my lessons? Sure. I do realise how crucial it is for players to learn information in advance.

Can I make a change? Depending on when the update is ready to be shared and many other things.

There are many excellent suggestions and opinions in this thread. However, given the volume of insults and trolling, it can be quite difficult to maintain the discussion at times. I still believe that if we carry on with our conversation in a civil manner, it will result in some fruitful outcomes down the road.

To summarize my words; Jagex's current form of communication and interaction with the player base is damaging the relationship they have with their customer base. I do get what you're saying. As many people occasionally refer to retro skins polls, it is the initiative I really love working on. Moreover, I see that the players are quite engaged.
However, we will need to have a more extensive discussion with the other teams. Therefore, the change won't take place overnight.
