Presumably Max Guild, so players still have a reason to go there, aside from using GE (e.g. to quickly buy Div Charges). And most likely those who use Workbench for PvM are already High-Level.
Just an example reason.

It still holds true that the Max Guild, and to some extent Priff, still has a consolidation of too many benefits and I'm of the opinion that adding an Invention workbench there just exacerbates that issue.
