If Hero Pass didn't get buried, these buffs would have been part of Hero Pass 2. Most of them were probably ready when Hero Pass got canceled so to not throw dev time in waste, these are now offered during this new event.
Jagex was ready to take buffs and MTX milking to new level. We got lucky.
