I started playing runescape in like 2004. Back then, random events were much more dangerous. Some of them, such as the Shade could easily kill someone if they weren't ready to fight or run. Others could break your axes or take your fishing gear if you didn't move in time. Also, I recall almost every event teleporting your player away if you didn't respond forcing you to act.

All of these events, for the most part served a purpose. They actively disrupted bots. The only issue is that they also actively disrupted players too who were just trying to play the game.

Years later, we learned that they pretty much did nothing to fight bots, and almost exclusively were just disrupting players by killing them or porting them away. As a result, randoms no longer kill you or port you away. When I returned last year, I was still waiting for shades to attack me randomly. When I learned that they were removed honestly my reaction was "thank god".

So now, we have randoms that in reality don't serve any purpose. For most players, arguably the only randoms even worth doing are the quiz and the maze, as the rewards can be pretty good. Even the genie is honestly debatable. The exp lamps it gives are worth maybe a trip or 2 to an altar.

But tbh, I'd rather just get rid of them all together. Jagex has flat out admitted they don't help botting, and after the first few novel encounters, they're flat out an annoyance. I've seen tons of streamers such as MrNoSleep voice opinions along the lines of "imagine having randoms in 2020." He's right. Imagine.

They no longer serve any purpose. Outside a few novel emotes or costume pieces they essentially do nothing but annoy people just wanting to play the game. Additionally, they just make the game feel old and juvenile. Look, I know OSRS is a kids game. I don't need to be reminded by some drunk ass dwarf everyday about it.

And lastly, besides the whole following thing, they're annoying. They basically yell at you for a full minute if you ignore them. I could maybe see them popping up once and saying something, then disappearing after awhile. But the spam is just frankly a bummer. It ruins the immersion of the game.

If you think "nah it's not that bad", go visit someone's house on w330 at peak time. The altar will have so many randoms you literally CANNOT READ what other people are saying. I like a clean game. I like being able to have a conversation with people without literal bots spamming over me. Also, as a practical matter, I'm sure they put a load on the servers, and for sure put a load on people's computers when there's 30 randoms all spamming in a room.

Solutions: Remove them entirely and put the costume pieces at Diego. All or certain randoms toggle able at the Wise Old Man or similar. Limit them to 1 greeting at the start and that's it. Implement an auto-dismiss all randoms option. Literally anything but what we have now.

TL;DR: randoms are annoying and no longer serve any purpose to the game. Remove them.

I removed them (from the game that is now RS3) years ago. You'd be better served posting this in r/2007scape to drum up support for doing the same in OSRS.
