[2023] T90 Upgrade Request Bugged

T80-90 requires you to kill each GWD2 General to get some ghostly seals or something with necroplasm in your inventory.

None of the 4 bosses drop seals for me, maybe because of having max reputation?

Does anyone else have this issue or a solution?
