I am pretty sure the Jagex Launcher roadmap page used to mention the fact that at the end of the roadmap we'd be able to create multiple characters under one account (and merge existing RS accounts into one Jagex account) . The page no longer seems to mention this.
On this 2022 runescape.com news article it is still mentioned, just search for "creating a new character will require just a single click".
Is this functionality being dropped?

When you upgrade to a Jagex account in future you will be able to create and / or merge multiple RuneScape characters onto one Jagex account from the "Jagex accounts Closed Beta" stage.
All that happened is we've tried to make that roadmap a little less cluttered. Feedback has been noticed though and as we approach release there'll be more exciting communications about this and everything else that comes with Jagex accounts which will make things more obvious.
