I bough 40k Artisan Patches via Bonds. So I can buy 80 (500 each) prismatic large fallen stars. But I ended up with 27 + 12. But all of my Artisan patches were gone. Is it normal or is it bug?

Could you clarify what you mean by 27+12 please? Do you mean you ended up getting 39 stars? While the recipe has an ingredient of 500 patches, if you were to skip all the ingredients at once it would cost you 1420 patches. Doing this would only get you 28 stars from your patches which seems to be what has happened here. Is that what has happened? If not more information would be great please.
