Heyo! Had one of the folks try to replicate this issue and they haven't been able to get the results your seeing. Can you let me know your graphical settings specifically
Also let me know if this issue persists if you change around these settings and we will continue to have a look into this.

- Volumetric - Ultra
- Lighting Detail - Ultra
- Bloom - High
- Camera - Freedom Classic

Edit: Changing to High and Ultra, no difference. For the above options you've mentioned

Which skybox are ya using? This is what it looks like to the team copying the settings you have mentioned.
Skybox: Midday
Filter: Warm
Its specifically inside the guild
My character is wearing the Hunter cape as per my OP :P
Cheers, talking with the team this issue seems to crop up from the Midday Skybox being the culprit, they are gonna be looking into addressing it where possible but it's unlikely to be a quick resolution, in the meantime if you wanna clear it up yourself, turning off the Midday box should resolve it.
