Hi. I've been following this topic for a long time and I'd like to reiterate my opinion on it.

Before I explain, I'd like to add I'm pro reaper title on the comp cape but the requirements are not proper, so, that is what comes next.

Like we all know, the major issue is the reaper title. In the recent comp cape rework stream, this was clearly pointed out by the devs. The completionist cape is supposed to be a cape which shows you've completed all the major content in RuneScape. So, what is the problem? Leeching. Right now, anyone can pay a 6-man Solak team to enter in the 7th spot and let them complete the content for you. Therefore, you have not completed anything. The content is learning the mechanics. If you haven't learned them, you haven't completed the content. It's that simple.

So, what's the solution? Different objectives. I'll use Solak as an example. Simply getting a kill isn't enough to prove you've completed the content. While you are killing the boss, there should be checks for the boss's mechanics, and if the player in question didn't interact properly the requirement completion should not be awarded even if they got the kill.

This will ensure the cape is what is stands for.

I see where you're coming from, but the problem with this logic is that you can apply it to a lot of stuff in game. You got 99 RC after Runespan came out? Clearly you don't understand RC because you never did it "the hard way". You got 99 RC before Runespan came out? Well clearly you don't understand RC as it exists in the modern game.

Ultimately a totally non-ambiguous line is drawn somewhere saying "you have done this". You can't leech Telos, but I can't stop you from getting your IRL friend to do it for you.
