[2020] Is the Everlight Digsite part of Morytania?

So an April 27th update allowed you to teleport using Drakan's Medallion to various Morytania spots from the Everlight Digsite without using a charge. That would lead one to believe that the digsite is within the Morytania region.

However, when wearing Morytania 4 legs and creating prayer renewal potions at the digsite chest, the 4-dose perk doesn't activate. Is this intentional or an oversight?
