It has always been a miniquest. It has not degraded. If I had seen the news before it went out I'd have given the feedback to refer to it as a minquest (and I did tweet out a correction the day that news was released).

'Quest' and 'miniquest' are arbitrary distinctions anyway. It's something I will aim to cover in the lore livestream tomorrow, which should shed some light on things.

Tune into the lore stream tomorrow if you can, I'll be talking about it in a bit more detail. The wording in that news post is a little odd to me, but it explains very little.
