It's a consumable, that you can buy for hunter points, that you get for successfully killing the dinos. It might help for more advanced players to farm more high level dinosaurs, but it's completely unusable for anyone trying to get into it.
You can get Hunter marks from general Hunter on the island, as well as BGH. Regardless, we may consider changes to how the lockout works.
