It's been almost 3 weeks without word on this bug. I ran a test today to see if the potion is fixed yet. With the equipment I was wearing (rapid 3, tinker 2, varrock armor 4, crystal hammer), I was expecting a 22% double progress chance without the potion, and 27% chance with.
Results:

As the data shows, the perfect juju smithing potion still has no effect.
