[2021] Action bar settings reset at every skill level up new account

This should hopefully prevent the undesired behaviour:

1. Untick the "Guidance system hints" option in your Settings parent window:
   Settings->Gameplay->Interfaces->Information Windows->Guidance system hints
2. Open your activity tracker and right-click then Remove any Burthorpe achievement paths you might be tracking.
   That should prevent you from getting new player restrictions, but for bonus points:
3. Open your Hero parent window, select the Achievements tab, ensure you're on the Summary tab, and in the bottom-right corner if you see a button labelled Burthorpe, press it to switch to a different achievement path book.

Incidentally the threshold was recently reduced from 200 total level to 100 total level, so you may've levelled past the new player conditions by now. :)

(We also have a patch in the next game update to remove the total level check entirely, but since there won't be a game update on Monday, it'll be a little while coming.)
