You only get the flashback if you've completed One Small Favour.
It's really not as bad as the memes make it sound. Even without a guide, if you can do clue scroll puzzle box you can do ew3.
Also, Mod Doctor did some fantastic QoL to Elemental Workshop 3's notorious puzzle. Eg you don't have to wait for your avatar to run (or walk if you're out of energy) all the way around from one lever to the next, which was a big contributor to the length of the puzzle.

It's in Bill's dialogue if you speak to him after you start the quest (so the critical path isn't too long), so you may have missed it.
