[2020] [Question] Premier Club Redemption End?

On the official RuneScape website, the Premier Club announcement says the offer ends Feburary 4th 23:59 UTC time. However it's only February 4th, 00:45 UTC time, but now I cannot convert my Bonds to Premier Club membership. Is this a bug, or is there a special case for bonds? I am unable to redeem my bonds for Premier Club currently.

FYI - if anyone is still stuck, I've stuck up a workaround process that will help you still grab your desired Premier Club package or upgrade.
