For a few years now I've had an account on OSRS. In the first weeks of the acc, it got a suspension for macroing for like a week or so (was back when OSB was kinda cheaty). After the ban, account was used for years, but it always seemed like the drop rates are somewhat low, especially compared to alts.

As a pure PvM account, in like 4 years the only rare drops were like a draconic visage from like 15k brutal blacks, and like 3 whips from ~10k abby demons. That's it. Alt accounts are getting drops at expected drop rates on pretty much every mob with no issues.

After killing like 15k vyrewatch sentinels and getting 0 shards and like 10k kraken and having 0 trident drops, I'm seriously wondering if its possible that due to the offense Jagex could have somehow changed drop rate modifier for that specific account, so it gets no drops now?

Like, I know how RNG works and such, but on that account the droprates seem stupidly bad, especially comparing to other accounts that haven't had any suspensions ever.

Just to take your fear away, we do not throttle or reduce drop rates for an individual account.

but is there even the technical background there to do so?

We don't have such a thing implemented, ofcourse this could be implement from a technical standpoint with a simple if part of Group give different drop table.
