You can access the HSR teleport options by using any tier of luck ring (Ring of Fortune in gif) and a ring that has at least four interaction options (Ring of Slaying in gif) when equipped.
1) Ring of Slaying equipped, then equip luck ring and quickly right-click your ring with interaction options
2) Each interaction option of the ring now represents each of the four teleport options of the HSR
