[2019] DG outfit could use some tweaking

First of all, can the discount be a passive bonus? Just a QoL thing to save from having to remember to actually wear the outfit + reclaiming/destroying to save on bank space. Maybe I skipped over the lore of having to wear an outfit to get a discount at the store.

Second, why do I have to have the full price amount of tokens to buy the lucky charms at their discounted price? I have over 9,300 tokens, so I should be able to buy the charms. I know I could easily do a floor or kill a miniboss for the extra tokens, but that's not how discounts work.

I'm guessing it's just some coding limitations for both problems, but what if it was just fixed 4House.
