[2023] Tears of Guthix currently awards Necromancy experience. Is this intentional?

I'm just did the Tears of Guthix minigame and jumped from level 20 to 38 Necromancy. However, my understanding is that Tears of Guthix should not affect embargoed skills. Was this change intentional?

Update: It looks like this only happens under specific conditions as most other players have not experienced this.
