[2019] Jagex, is botting no longer bannable offense?

By looking at all these bots massively farming runes, clay and runite ore I could swear that Jagex no longer bans accounts for botting.

I was waiting for an Evil tree to spawn and around 60 bots were mining clay near Draynor village. All of them teleported to the lodestone. Then they ran to certain square, where they stopped for few minutes and then ran to the mine. All of the accounts had same levels - around 255k mining xp. If I am not wrong, mining clay gives 5 xp. So each account has botted around 50k clay and not banned yet?
