[2020] Ancient Summoning - Is this an Oversight?

It seems like none of the Binding Contract familiars from Archaeology require any progression in the skill to summon, despite the requirements to make the contracts are:

• 68 Archaeology
• Dagon Bye Mystery
• Slayer level to kill and "bind" the demon (with non-slayer demons requiring a slayer level equivalent to their summoning level)

Shouldn't the Binding Contracts at least require level 68 Archaeology & completion of Dagon Bye to summon? It doesn't make sense that something like a Ripper Demon is far superior to a Steel Titan despite having a noticeably lower Summoning level requirement to use, as well as not having ANY Archaeology requirements
