Video pretty much shows what playing RS has been like since the Wilderness Flash mob update.
Playing in compatibility mode does help a LITTLE, but it does not fix the issue.
O/S: Windows 10.
CPU: Intel(R) Xeon(R) W-2225 CPU @ 4.10GHz 4.10 GHz
RAM: 32.0 GB (31.7 GB usable)
GPU: Nvidia Quadro P2000

What nvidia driver version are you using?

Do the lag spikes still happen if you run back and forth along roughly the same route?

The spikes happen when you teleport. Can take 30 seconds to load the area.
They also happen while the game is loading up and "preloading world" is in the top left of the screen

If i run from varrock to barb village, There are 3-4 freezes when running each way. tested 4 "laps"

Thank you this helps narrow things down

One last question, does it improve if you disable textures?

(Also I am only interested in normal mode, compatibility mode is almost unchanged in the update, it is just naturally laggy)

What phone do you have? What are the symptoms? Low fps? Slower loading? Lag spikes while walking around?

When I'm doing clues and use a lumber yard teleport scroll, I'll often be able to walk all the way around to the side of the lumber yard next to the gap in the fence before the fences load in (loading screens turned off), whereas before, the fences would load in much quicker and I could bladed dive to get to the gap in the fence. It isn't exclusive to that location, but that's just where it's been most noticeable for me. Often only the ground texture will load in for the first few seconds and no objects or npcs will. Another is if I have my grace of the elves necklace attuned to the overgrown idols teleport, use that tele, and then dive/surge east, I'll be waiting for the gnome glider npc to load whereas previously he would already be there before I surged.

Loading is now designed to minimise lag spikes and be interactive sooner, at the cost of taking slightly longer for everything to load in. If you want the fastest loading speeds and aren’t interested in moving around a halfway loaded world, it is better to turn loading screens on
