This has happened to two of my accounts and I reported the bug in game on both probably a good month ago. I am not sure if this is applies to other people who have not yet purchased the blueprints or if my two accounts just somehow got bugged.

Either way, will look into this.
Do you actually need the ranged level to create them on the invention table? I do not have that level, but I was never under the impression that it was required.
If it is required, it doesn't make much sense but I can understand why it would be bugged.

Looked into it, does require the Lv75 ranged req for the blueprint to appear. Will throw in a job to either remove that, or make it clearer that it's required.
