Yes, that's intentional; all Gold Premier Club members get it auto-unlocked - it's not on the Premier Club Token.

so I bought summer package with 5 bonds because I loved the outfit however, I used a reward token that appeared in my inventory after I bought the package and I no longer have access to the outfit. Is this intended? I did see that the dragonkin outfit was a reward from the reward token, but I thought that since I already had access to the outfit, that I didn't have to choose to unlock it.

But I'm a gold VIP package member, I still have a club reward token, but I can't find it the imperial dragonkin outfit in the list, is there any other way to get it?
It should be automatically unlocked for you. :)
