[2024] Can not Charge GoTE with noted porters Even though In Patchnotes video it says you can

Hey Folks, so ahead of the patch videos, I send over the notes to Lee so he can capture some footage and generally talk about the changes and some potential applications, in this instance there was a bit of miscommunication on what the patch note was aiming to solve (mass producing porters as this had been a friction point for GIM players) and so it was in the video.
