[2019] Why can't I get the Suity Level Maximum achievement?

I've used every boost possible; Supreme OVL, Berserk aura, full Gemstone, Mining cape, crystal skillchompas, elder pickaxe +5, superior rock-crushing scrimshaw, pulse core boost, but nothing works. I've had critical and x7 damage multiple times, but it will not unlock, and I've been attempting this on light animica ore as well. This has to be bugged. 128 strength with the boosts, and 110 mining with the pulse core boost and still not enough? What else can I do to get this achievement?

EDIT: Also using ring of whispers and Lava titan as well.
