[2021] Due to Login Issues over the last few days, extend Vic the Trader's stay in game for several additional days

Vic visits for a short period of time, then goes away. It was nearly a year since the last visit, even then, it was usually around DXP periods he showed up.

However, the current server issues are not the fault of the player, and thus access to a Time Limited Event has been restricted.

Proposal:

- Keep Vic in game past the planned end day

While he might not 'buy' XP anymore, players should still be able to access him for a few additional days to be able to spend any credits (Especially if they had credits from previous years)
