For more context - you're 2019 PC must be active, so if it was purchased early on in the year and has since run out you will need to upgrade to this years PC.
Yep - players who have an active Premier Club subscription have access to this for as long as that subscription is active.
If you get 2020's Premier Club (if your 2019 sub has expired), you can go back and grab all the items as one of the perks of the membership.
i was 2019 premier member, they said you will get premium passes for current premier members aswell as 2020 premier members. i havnt got the premium pass for this event
As Mod Poerkie says above, you need an active PC membership. If you get it again before the end of Yak Track (or buy the premier pass in the Yak Track store), you can go back and claim any missed rewards so you won't have missed out.

I'm sure this is something the people in charge of the monetisation strategy will improve on or clarify. I can't give specifics as I was just the developer for the Yak Track system, but I will pass on your feedback to the relevant people.
