I planted this patch years ago, i can't remove it to plant my new cactus, a friend of mine could however and he had the 'clear' option.

It seems your cactus is on the final stage before being fully grown. Have you not logged in for a long time before today?
i log in everyday. I did pick some spines off it but there wasn't a clear option prior from what i remember either. My friend im talking to atm however had the 'clear' option even after collecting spines.
I have just loaded a copy of your save and after waiting a short amount of time the cactus fully grew and I was able to harvest it and then chop it down.
Not sure how you have got into this situation but letting the tree regrow should fix the issue.
how long we talking? i have been going back and forth to it for the last hour and a half everytime someone asks me to try something. :)
This depends on how many farming ticks have already passed for you. So sorry I cant give an accurate answer here.
