[2023] Possible bug trying to unlock music track

I have been trying to gete comp cape for a little while now, I am down to two more reqs before I am done. I need the music track "An Echo throughout Time" which you unlock from the quest Desperate Measures during a cutscene. There was a bug that happened to some people including myself which wouldn't let you unlock the music track when watching the cutscene. Wiki states that they put a failsafe into place where you would be able to unlock this music track by talking to Seren in the counsil room on the 1st floor of the Burthorpe Castle.

However, as of me making this post I see no way to unlock this music track anymore, because after you complete the quests and finish the war which is going on in the quest series, everyone leaves the counsil room. This means Seren is no longer there to unlock the music track for you if you had had the bug during the quest.

I have talked to several different players now as to what to do next. I have spoken to Seren in Priff, I have reread the lines after you collect all memory shards in the sanctum by entering the world gate and I have even spoken to Seren in Senntisten. None of these versions of Seren have chat options about the quest Desperate Measures.

I have contacted the Jagex support on Twitter to get no help from their replies plus I have no sent two bug reports.

I'm worried if they're gonna do anything this time around as I see there has been made atleast two other Reddit posts about this exact "bug" two years ago...

If anyone have any other desperate suggestions I am more than happy to try them out. If anyone has a solution I'd be ecstatic. But if none of the above I hope that Jagex has an anwser to help me resolve this issue I am dealing with.
