[2021] FPS stutters (problem with render FPS)

My game has been really stuttery since the update. This will happen when just walking around in different areas and especially when surging. I think it has to do with the render fps. Render fps is a new stat when you display fps. These stutters happens when the render fps suddenly drops when running, surging, bladed diving around. Anyone else has the same problem? or any tips. Or is this a case where you just hope jagex will do something?

My specs are: RTX 2080 SUPER, AMD RYZEN 7 3800 X 8 core, 16 gb RAM
