[2023] Grove bug?

Am i doing something wrong? Haven’t had issues with fort forinthry so far, but for Grove once i do the tier 1 recipe and complete it (i have a small shed built now) i can’t progress to tier 2? It says i need to complete tier 1 first (already green where i have to talk to the newcomer and have build the extra wall).

I tried tier 1 three times but did not progress, so checking if i’m being super stupid and missing something obvious, or if i’m bugged?
