It wouldn't work as originally envisioned but it could still work. Armadyl is helping the f**ked up elves on Tarddiad at the moment while also evacuating aviansie from Abbinah to Tarddiad because of how volatile Abbinah is. It's a very good place to tie into an Abbinah/aviansie focused quest, even if it deviates from what Rite of Passage was originally going to be.
EDIT: There's also the potential to put an elder artifact on Abbinah, because the artifact Armadyl used to obtain godhood is currently unknown but is stated to not be the Staff of Armadyl, and he ascended before uniting the aviansie.

As the person who designed the original RoP, it absolutely could work. I even left behind a possible design for it in the current age. Would need some tweaks following some of the more recent stuff, but there's nothing there that couldn't work in the modern setting. ;)
That said, I wouldn't bank on it, lol. Also I would like to think that if Jagex did want to do it, they'd at least reach out to me.
