[2020] Quest Point Cape Requirements Changed?

Talking primarily about the quest point cape, and not the Master QPC in this context here.

I took a rather long break from RS, and when I took my break in 2019 I was able to weild the quest cape as I had max quest points. However, I never did Gunnar's Ground, since I had completed Romeo and Juliet pre-2010. Since I had done Romeo and Juliet, Gunnar's Ground awards 0 quest points, and I could have the cape with max quest points.

Now that I've returned, I completed the new quests, but despite having 413/413 quest points, I've noticed I am still unable to wield the Quest Cape. I'd rather not do Gunnar's Ground, as I think it is novel to have the quest cape without having completed it. Did Jagex change the requirement from "max quest points" to "must complete all quests", or is there some other requirement I'm missing?

If that doesn't fix it for you, the other quest cape issue with a pending fix is checking for the pre-rework version of Death Plateau.

If you're able to accept the Death Plateau quest from Commander Denulth in Burthorpe, then in the meantime you can complete that quest rework to be eligible for the quest cape.

As in quest cape?

All content-specific achievement issues have been addressed and released, to my knowledge, including prereqs for quest cape.

(There's some requested features that require an engine rebuild to resolve, like skill prereqs not using base stats, but doesn't sound like that's your issue as quest prereqs just depend on the relevant quest being completed).

Does your quest cape achievement list any quests still to complete? (You can now untick Show Completed (and tick Show Locked) so the completed prereqs aren't listed, which should make it easier to see what's remaining).

I'd otherwise suggest submitting a bug report in-game so we can look at your account and repro it that way.
