[2020] Steam Load Error

I'm trying to play Rust (the game) however, whenever I open it via steam it says this https://i.imgur.com/wsLHFZv.png

Steam IS definitely open. I've tried running it both as admin and non-admin but this error still occurs.

I also tried deleting that steam_api64.dll file, didn't work, I tried verifying after that and it didn't work.

I also tried uninstalling and re-installing easy anti cheat but I still get the same error

Any ideas?
