[2022] Why does it takes sooo long for rust to load a server?

You don't have enough RAM and don't have an SSD. Make sure you have 10GB or more of RAM, preferably 16GB. And get any SSD and put Rust on it, or preferably put both Windows and Rust on the SSD but that could be lots of work.
