[2021] [NEW PLAYER] This has got to be a joke. Some items appear to be locked but the game doesn't tell you this till you attempt a build with it and shows you a locked symbol. The in-game God build appears to have received 0 work since its release and I just started playing. So it's very noticeable.

To clarify on your question - the first item you bought that game, the little blue drop is something called a "Starter Item". There are around 10 of these items (not precise), and each game you get to buy only 1 of those. Once you have 1, you can't buy others. Each of those items can be upgraded at level 17/20 (depending on the item), which is what you're trying to buy but can't.
