This is 100% the reason. We don't operate as a business out of every country in the world, so doing giveaways in each of them becomes a significant legal hurdle for anything that's outside of NA. Trust me, if it was feasible to do in a reasonable way, I'd be all over it. We're thinking of some other ways to do this that might make it possible.
All they need to do is send the code to redeem the bundle in steam/epic store, they do that in a lot of stream with hollows and some bundles. They dont care with SA. They dont support a tournament we tried to do, like we want to buy (from or own pocket) a code to give in a tournament that we are trying to make, but they dont support in any way. Its is depressing...
We don't have codes for these bundles—they are going to be applied directly to accounts, which prevents us from just giving keys to other groups to do the giveaway.

I think the takeaway here is more aligned with the fact that the giveaway probably should not have represented a culture that cannot attain it... <3
Honestly, I agree. Intention wasn’t for it to be that way, but we couldn’t get the legal go ahead with expanding eligibility in the end. Could have canceled it entirely, but that seemed too much. But, hindsight.
We did grant the SA tournament some bundles for prizes so hopefully that’s a step in the right direction.

Gotta own up to missteps! Chalk it up to a learning experience this time and do better next time. We’re likely going to have to get creative to get around some of these legal hurdles, but I’m hoping to get us to a point where we can support more of the world with our out of game experiences soon. Grateful to everyone who calls stuff out constructively.
