[2021] Rarity Explanations

Can someone please just give me a quick rundown of how the rarity of runes and gauntlets effect the game?

For runes, does it have a shorter cooldown and/or is it more powerful? For example dash further?

And the same for gauntlets - are the cooldowns shorter and/or does it do more damage and/or use less mana?
