In around 50% of the lobbies the rubber-banding is unplayable. For example, on Frost my Alacrity trail takes 3+ casts to spawn and I teleport back and forth ~1 meter every .5 seconds. Is this because there are no West Coast servers for this video game or because I’m trying to play on a console? I’m hard-wired with Ethernet with 100 down 15 up.

No, I wouldn't expect anything like that if you're inside continental U.S. Can you verify you have your preferred region set to US East or West in the Account page? By default we try to autodetect the lowest-ping region and I'm wondering if it's failing in some cases.
