On my 3DS it says Version 1.05 is the last existing update. 1.4 is coming out soon, and I can’t even get into 1.2 or 1.3.

3DS is on par with a 1.2.1 PC version, but with a number of hand picked items from 1.2.X updates: https://terraria.gamepedia.com/3DS_version
However, the 3DS hardware cannot handle the hardware requirement increase needed to run 1.3.
Primarily at play is RAM - for example, 1.3 PC requires 2.5gb of RAM... while a 3DS has all of 96mb of RAM available to games.
So, no more updates I am afraid. Sorry
