Unable to purchase this via any method of payment (debit card, credit card, PayPal), I have well in excess of the required amount and my bank says there are no blocks on my end its the web store at fault.

unlinked my Steam account - this actually lets me proceed to check out, select billing address and payment details but fails at finalising the purchase regardless of payment option.
Also to add I cant purchase the Ubi+ either...
