I've seen many of issues with this, however these were dated back to a few months ago. I downloaded the season pass yesterday and the same problem has occurred where the Siege of Paris is working, but Wrath of the Druids is still asking me to install it.
Any work arounds greatly appreciated.

Can you please confirm if you installed and downloaded it directly from your Xbox Store? If so, can you please clarify if you're game-sharing?
