[2020] random stuttering since windows update

hello. since updating to windows 2004 i have experienced some annoying stuttering. while moving my mouse to look around i'll get a short stutter every second for a random period of time, sometimes for the entire session

i have tried the following: - uninstalled drivers and reinstalled - tried may drivers - monitored task manager and resource monitor to identify anything that might be pulling too many resources while i play - killed off all programs and started each up one by one. prior to 2004 i had all sorts of stuff running in the background with div2 at high graphics and it was perfectly smooth - have tested other games such as cod, battlefront 2, planetside 2, battlefield 4 and CS go. all are smooth except for planetside 2 but I think that's related to something else - max low graphics - uninstalled and reinstalled the game - used a different mouse

i7 8700k overclocked to 4.6 evga 1070 ti patriot ddr4 3800 2x8gb Samsung Evo m.2 ssd
